Bills labor opposes

Nearly 40 bills have been introduced in the House and Senate since Jan.1. The bills would affect:

Health and safety of all workers
SB 0020 Purpose: Prohibit establishing ergonomic standards for the workplace
Status: Passed Senate, changed in House and returned to Senate for second vote.
HB 4128 Purpose: Prohibit establishing ergonomic standards for workplace
Status: House Regulatory Reform Committee.
SB 0014 Purpose: Repeal Michigan Health and Safety Act.

School, municipal workers
HB 4214, -15, -16, -17 and -18 and HB 4246 Purpose: A six-bill package granting broad powers to an emergency financial manager to terminate or override collective bargaining agreements; dissolve councils, commissions and school boards; consolidate services in schools, townships, cities and counties. Status: Passed House Feb. 23.
SB 0153, -54, -55, -56, -57 and -58 Purpose: Similar to House emergency financial manager package. Status: Passed out of committee, awaiting full Senate vote.

Teachers, school workers
HB 4142 Purpose: Links teacher tenure to student performance; allows longer probationary period. Status: In House Education Committee.
HB 4141 Purpose: Creates commission to recommend school district service consolidations. Status: In the House Education Committee.

Public employees
HB 4159 Purpose: Repeal sunset on 3 percent pension contribution. Status: Passed out of committee, awaiting full House vote.
HB 4172 Purpose: Limit employer health care contribution to 75 percent for families, 80 percent for singles. Status: In the House Government Operations Committee.
SB-0007 Purpose: Public employees to pay no less than 20 percent of health care; 10 percent if the plan includes a health savings account.
HB 4140 Purpose: Creates health care plan for all public workers. Status: In the House Government Operations Committee.
SJR-B Purpose: Mandates 5 percent pay reduction for all public workers. Status: In the Committee on Reforms, Restructuring and Reinventing Collective bargaining.
SB 0120, 0116 Purpose: Allow cities, counties, townships and villages to establish “right-to-work” zones barring full union shops. Status: In the Senate Economic Development Committee.
HB 4309 Purpose: Repeal provisions of the Public Act 57 of 1988 that guarantee union contracts, retain seniority and retain pension and retirement systems when communities consolidate. Status: In the House Local, Intergovernmental and Regional Affairs Committee.
HB 4310 Purpose: Repeal provisions of Metropolitan Transportation Authorities Act of 1967 that require transportation authorities to honor the union contracts of agencies they acquire and remove language that no employee "be harmed" with respect to wages, benefits or seniority. Status: In the House Local, Intergovernmental and Regional Affairs Committee.
HB 4311 Purpose: Repeal provisions of Public Act 8 of 1967 that guarantee workers transfer to an authority with seniority and other union rights, wages and benefits. Status: In the House Local, Intergovernmental and Regional Affairs Committee.
HB 4312 Purpose: Repeal parts of the Urban Cooperation Act of 1967 that guarantee union contracts are honored under an authority and no worker's wages, benefits or seniority will be harmed as a result of consolidation. Status: In the House Local, Intergovernmental and Regional Affairs Committee.
HB 4152 Purpose: Freezes wages and employer health care contributions for public employees during contract negotiations. Status: In the Senate Economic Development Committee.
HB 4135 Purpose: Selection of a retiree member of the Detroit fire and police retirement board may not be discussed during bargaining. Status: Passed House Feb. 9 and waiting for a vote in the full House.
SJR-C Purpose: Removes collective bargaining rights for health care for public employees; allows state to control. Status: Committee on Reforms, Restructuring and Reinventing.

Arbitration
HB 4205 Purpose: Repeal PA 312 of 1969, compulsory arbitration in police and fire labor disputes. Status: House Government Operations Committee.

Labor organizing
HB 4059 Purpose: Prohibit paying union officials for conducting union business
   Status: House Oversight, Reform and Ethics Committee.
HB 4052 Purpose: Bar use of taxpayer funded equipment and facilities for union or political activities. Status: House Oversight, Reform and Ethics Committee.

Prevailing wages
HB 4224, -25, -26 Purpose: Three-bill package to repeal the 1965 Michigan law
requiring prevailing wages be paid on state, county, municipal and public school construction projects. Status: House Oversight, Ethics and Reform Committee.
SB 0095 Purpose: Repeal prevailing wage on state projects Status: Senate Economic Development Committee.
